National Plan for Disaster Management 2010-2015 (NPDM)
The National Plan for Disaster Management 2010-2015 is an outcome of the national and international commitments of the Government of Bangladesh (GoB) and the Disaster Management and Relief Division (DM&RD) for addressing the disaster risks comprehensively. The plan has been developed on the basis of the GoB Vision and MoFDM mission to reduce the vulnerability of the poor to the effects of natural, environmental and human induced hazards to a manageable and acceptable humanitarian level by (a) bringing a paradigm shift in disaster management from conventional response and relief practice to a more comprehensive risk reduction culture and (b) Strengthening the capacity of the Bangladesh disaster management system in improving the response and recovery management at all levels. Bangladesh has taken a holistic approach towards disaster management, where emphasis has been given to working together with all stakeholders to build strategic, scientific and implementation partnerships with all relevant government departments and agencies, other key non-government players including NGOs, academic and technical institutions, the private sector and donors. The role of Government is mainly to ensure that risk reduction and comprehensive disaster management is a focus of national policy and programmes
